The Division of Community Development conducts citywide planning and analysis, and administers neighborhood and commercial corridor revitalization programs, housing programs, and HUD entitlement programs. The Division:

• Administers City Plan, the city's comprehensive plan
• Coordinates Annexation and Growth Management
• Administers Homeownership and Housing Rehab programs
• Manages the CDBG, HOME, ESG, and Weed & Seed grant programs
• Administers the Enterprise Zone Program
