In reviewing achievements by the City of South Bend in 2007 and looking ahead to 2008, Luecke's theme, "MOVING FORWARD," described how the city is poised for its biggest year of private investment ever after a record construction year in 2007. The annual address to the Common Council and citizens of South Bend also featured an update on pending property-tax legislation in the General Assembly and its impact on South Bend.
