Council President Rouse is in his 3rd year in the remaining 4-year term of former Council Member Sean Coleman who resigned. His service to the citizens of our community began on January 29, 2004 following his election by the Democratic Precinct members. He resides with his wife, Hazel, at their family home located at 605 Cherry Tree Lane. Council President Rouse is a lifelong resident of South Bend.
Council President Rouse studied at IU South Bend, Bethel College and Trinity Bible College and has been the Pastor at First AME Zion Church located at 801 North Eddy since 1990, He was also a Graphics Designer for eighteen years at Bendix/Allied Signal.
Council President Rouse wants to make sincere and lasting contributions to the South Bend Community and believes that the decisions made by the Common Council will impact South Bend for many years to come. He is determined to make the Residential Neighborhoods Committee more visible so that it interfaces with the residents on an ongoing basis. Council President Rouse is also interested in exploring alternative options to financing the City's budget to help offset property tax increases.
In addition to serving the citizens of South Bend on the City Council, Timothy A. Rouse has been the recipient of many awards and honors such as the "Leadership South Bend-Mishawaka Plaque"; and is a member of Downtown South Bend, Inc. (DTSB), Neighborhood Resource Committee, Michiana Recycling Board; is a certified clinical member of the National Christian Counselors Association; and a member of NCCA, AACC and a NAACP life member.
