    Council Member Varner is beginning the 3rd year of his 3rd 4-year term on the council, beginning his public service to the citizens of the 5th District on January 1, 1996.  He resides with his wife, Patricia, at 1306 Clayton Drive. Dr. Varner is a graduate of Riley High School and received his bachelor's and DDS degrees from Indiana University, Bloomington, Indiana.

    Dr. Varner believes that the City needs business owners on the Council.  He is the owner of the Ireland Road Dental Office which has just completed a major expansion and renovation.  He is a family dental practitioner who is dedicated to furthering the development of the south side of South Bend.

    During his tenure on the City Council, Dr. Varner has served for several years as the council's representative to the Michiana Area Council of Government (MACOG) which is the regional intergovernmental agency representing Elkhart, Marshall and St. Joseph Counties established to foster cooperative, coordinated and comprehensive planning activities.  Dr. Varner has chaired the Council's Public Works and Property Vacation Committee for several years; he has also chaired and been vice-chairperson of the Personnel and Finance Committee; as well as the Zoning and Annexation Committee.  He sponsored the public health and safety regulatory ordinance addressing tattoo and body piercing safety requirements.

    As Chairperson of the Information and Technology Committee, Dr. Varner is dedicating his efforts to make public information more readily available.  Oversight of public expenditures and grants is one of his highest priorities.  He has challenged the Council and the City Administration to share more information and seeks procedures which are thorough and transparent. As Public Works & Property Vacation Committee Chairperson, he oversees public hearings on proposed requests to vacate public alleys & streets; and hears appropriation requests on public properties and capital expenditures.
