What is a Brownfield? Brownfields are real property, the expansion, redevelopment, or reuse of which may be complicated by the presence or potential presence of a hazardous substance, pollutant, or contaminant.
Brownfield Program Mission: Assist in the cleanup and reuse of brownfields by helping property owners identify and mitigate environmental barriers that impede economic growth.

Brownfield Team Policy Statement:
Practice smart growth by balancing controlled and orderly peripheral new development with encouraging redevelopment and adaptive reuse of brownfield sites in the older parts of the City.
Remove impediments to redevelopment.
Prioritize brownfield projects which catalyze growth in jobs and tax base.
Prioritize sensitive environmental areas such as Wellhead Protection Areas.
Leverage limited City resources with grants, loans, and private investment.
Analyze opportunities versus our database by which we have inventoried and characterized the potential brownfield sites in the City.
Assess market interest and market potential in determining which projects to support with brownfields assistance.
Factor environmental justice issues into our strategic use of limited brownfields resources to help minority and disadvantaged areas of the City.
