  Northeast Neighborhood Development Area

The 616-acre Northeast Neighborhood Development Area is located northeast of downtown South Bend and south of the University of Notre Dame Campus.  The area was designated a redevelopment area in 2003 to coordinate the grassroots neighborhood organization's goals with institutional campus planning efforts.  The Northeast Neighborhood Council, South Bend Heritage Foundation, Madison Center, St. Joseph Regional Medical Center, Notre DameMemorial Hospital and the City of South Bend have partnered to create the Northeast Neighborhood Revitalization Organization (NNRO), which is charged with implementing many components of the Development Area Plan. 

Current task force and planning initiatives include:

  • Eddy Street Commons
  • Redevelopment of the St. Joseph Regional Medical Center site
  • Triangle Neighborhood redevelopment
  • New construction, rehabilitation, and homeownership preservation programs
  • Innovation Park, a state-certified technology park and business incubator
  • Madison Center's campus expansion
  • Monitoring of the Indiana Department of Transportation's (INDOT) progress in enhancing State Road 23

The Indiana Department of Transportation is currently planning improvements to State Road 23, including the Five Points intersection with Eddy Street and Corby Boulevard.  The conceptual plans completed to date will reconfigure the Five Points intersection into a conventional four-way signalized intersection, and expand the four lanes with a landscaped median.  Recognizing that further improvements to State Road 23 are needed on the Eddy Street segment, the NNRO commissioned the Lakota Group to conduct public input meetings and develop roadway enhancement options.

Additionally, the NNRO is currently working with neighborhood residents to create an Overlay Zone, which will incorporate the Northeast Neighborhood Design Guidelines into the Zoning Code.  For more information please see the current draft of the Revised Guidelines that will be used to formulate the overlay zone.
