Brownfields Program: Assessments Available for City of South Bend Properties 

What is a Brownfield? Brownfields are real property, the expansion, redevelopment, or reuse of which may be complicated by the presence or potential presence of a hazardous substance, pollutant, or contaminant.

Brownfield Program Mission: Assist in the cleanup and reuse of brownfields by helping property owners identify and mitigate environmental barriers that impede economic growth.

South Bend's Assessments Available for Local Projects:

  • Assessment Program - The City of South Bend is seeking applications for Phase I and II requests from public and private entities with properties in the city. The applicant's ability to directly create and/or retain jobs or to otherwise positively affect South Bend's economy is a primary factor in the evaluation and selection of grant recipients.
    South Bend has $100,000 available to assess sites believed to be contaminated with non-petroleum hazardous substances and $100,000 for sites believed to be contaminated with petroleum substances. The city received these funds through a grant from U.S. EPA.
  • What types of Environmental Assessments are available? Phase I and Phase II environmental site assessments, asbestos and lead based paint assessments are eligible.
  • Who is eligible for assessment activities? Any public or private entity with control of or access to a brownfields site is eligible for a grant from the City of South Bend if the property is within the South Bend city limits and meets U.S. EPA eligibility requirements. Assessments may not be conducted at brownfield sites for which the recipient is potentially liable under CERCLA 107.
  • When are the applications due and how much is available? Initial applications are due November 30, 2005. If funds remain after that, additional applications will be awarded on an ongoing basis based on project merit. The amount of funding allocated to specific projects is dependent upon the total amount of grant dollars remaining. Applications require cost estimates that must be detailed and justified.
  • How does it work? Applications are submitted to the City of South Bend's Department of Community and Economic Development for initial screening for project eligibility. Applications will be prioritized and approved for those sites with the highest redevelopment potential. A determination of site eligibility will be prepared by the city's environmental consultant and sent to U.S. EPA for their review. Following that review, the city's environmental consultant will conduct the environmental assessments.
