Brownfields Program: City of South Bend's Brownfield Team 

What is a Brownfield?
Brownfields are real property, the expansion, redevelopment, or reuse of which may be complicated by the presence or potential presence of a hazardous substance, pollutant, or contaminant.

Brownfield Program Mission: Assist in the cleanup and reuse of brownfields by helping property owners identify and mitigate environmental barriers that impede economic growth.

City of South Bend's Brownfield Team:

Brownfield Team Policy Statement:

  • Practice smart growth by balancing controlled and orderly peripheral new development with encouraging redevelopment and adaptive reuse of brownfield sites in the older parts of the City.
  • Remove impediments to redevelopment.
  • Prioritize brownfield projects which catalyze growth in jobs and tax base.
  • Prioritize sensitive environmental areas such as Wellhead Protection Areas.
  • Leverage limited City resources with grants, loans, and private investment.
  • Analyze opportunities versus our database by which we have inventoried and characterized the potential brownfield sites in the City.
  • Assess market interest and market potential in determining which projects to support with brownfields assistance.
  • Factor environmental justice issues into our strategic use of limited brownfields resources to help minority and disadvantaged areas of the City.

Goals

  • Network with brownfield experts.
  • Develop comprehensive brownfields policy and plan.
  • Identify existing and/or potential brownfield sites.
  • Identify and assist in removal of environmental, economic, political and legal impediments to brownfield development.
  • Provide expertise and oversee development and implementation of brownfield projects.
  • Serve as resource for brownfield remediation and the economic feasibility of brownfields.
